I see a huge tidal wave crashing upon a shore. Three times this happens before I notice there is a woman standing upon it. After surviving the violent blow of the wave, the woman is pleased to still be standing. With each receding of the wave more of her shoreline is being pulled out to sea. The tidal waves will not stop coming, people need to gather around this woman. First to build a shelter around her, that she might rest and second to rebuild her shoreline that the ocean has stolen. It will feel futile to the laborers at first, not being able to see any progress. But after the shoreline work has begun, each wave will lose a bit of its strength until finally it must cease.
